CEEUkraine introduces 30% international production rebate
In a significant move to attract international co-productions, Ukraine has announced the launch of a 30% cash rebate and a new €50 million cultural fund, set to become active in 2026.
The details were revealed by Andrii Osipov, head of the Ukrainian state film agency, during the ‘Filming in Ukraine in 2026’ panel at Industry@Tallinn & Baltic Event. The cash rebate structure includes a 25% base for qualifying production expenditures, with an additional 5% available for projects that promote Ukrainian culture through language, locations, or history. The parallel €50 million cultural fund will finance a range of programs, with film expected to be a major beneficiary. Osipov stated that 70-90% of fund allocations will go to Ukrainian producers, with the remainder for international co-producers. Addressing the elephant in the room, officials acknowledged the realities of wartime production but emphasized a dedicated support system. "Ukraine is open to support all your production processes as efficiently as possible, even under wartime conditions," said Oksana Chornobryvtseva of the Film Commissions of Ukraine, noting assistance with logistics, security, and emergency power.
