Moldova’s ANRCETI becomes ARCOM under new law

Starting January 1, 2026, the former National Agency for Regulation in Electronic Communications and Information Technology (ANRCETI) has officially changed its name to the National Agency for Communications Regulation, abbreviated as ARCOM, following the entry into force of Electronic Communications Law No. 72/2025. The law was published in the Official Monitor of the Republic of Moldova No. 226–228, Article 266, and formally redefines the institutional framework for sector regulation.

The change is also reflected in the Regulation on the organization and functioning of the National Agency for Communications Regulation, approved by the Administration Council through Decision No. 50/2025. This regulation sets out the agency’s legal status, mission, powers, rights, organizational structure, operating procedures, and its official abbreviated name, ARCOM.

The new name highlights the updated and consolidated mission of the authority, which covers the regulation of electronic communications and postal services, including technical regulation in these fields. ARCOM is responsible for implementing national policy in electronic communications and postal services, enforcing development strategies, supervising compliance by service providers with sector-specific legislation, and protecting consumers. Its mandate also includes promoting fair competition, ensuring the efficient functioning of regulated markets, and encouraging effective investment in infrastructure and innovation, in line with applicable legislative and regulatory acts.

ARCOM will continue to exercise all previous responsibilities and commitments, with an emphasis on transparency, predictability, and the protection of end users’ interests. The authority confirmed that its official website, institutional materials, and communication channels will be gradually updated to reflect the new name and visual identity.
